The town hall building of downtown Windsor may soon be adding a cell tower to its property. It is not being approved without a fight, as several residents are opposed to the plan. However, it serves a multi-purpose, as the Windsor Fire Department could utilize the tower for its own communications system. According to the Windsor Director of Planning, “My understanding is that the wireless reception is degrading and if we don’t have a new cell tower somewhere in the downtown area to put up that it will continue degrading to the point that the service level will fall significantly.”
In the end, Industry Canada has the final say in whether or not the proposal is approved. At that point, it is pertinent for the municipality to seek counsel prior to signing any agreement with the telecom company, Bell Mobility. Vertical Consultants has worked with all types of property owners, including municipalities, who are being paid below-market value for the use of their property. The primary reason for this is the lack of information and representation provided for these entities.
