AT&T has issued a proposal to Radnor Township, located in Pennsylvania, to construct two new cell towers on park property. The cell towers would be built at Ithan Valley Park and would be designed as stealth towers, disguised in a wooded area as trees. According to www.mainlinemedianews.com, “The cell phone company would pay Radnor $2,500 a month for each cell tower site during a five-year lease, according to township records. There could be four successive, five-year renewal terms, with a 10 percent increase per renewal term. The total lease payments for the three sites would be $2.7 million.”

While these numbers may appear “fair” to the Township, what is the true value of the park property to AT&T?
